Effect of Regional Taxes, Regional Levies, and Balancing Funds on Regional Financial Performance in North Sumatra Province (2014-2016)

Introduction

Regional financial performance is a crucial aspect of local governance, as it directly affects the quality of life of citizens and the overall development of a region. In North Sumatra Province, the financial performance of regencies/cities has been a concern, with many areas struggling to achieve financial independence. This study aims to analyze the effect of local taxes, regional levies, and balance funds on regional financial performance in North Sumatra Province during the 2014 to 2016 period.

Methodology

This study employed a causative research design, utilizing secondary data obtained from the Directorate General of Financial Balance in the form of local government financial statements. The saturated sample method was used, involving 99 samples from 33 districts and cities, with data observed for three years. Multiple linear regression analysis was applied using SPSS software version 22.0 to analyze the data.

Regional Financial Independence

Regional financial independence is an essential indicator that reflects the extent to which a region can finance its expenses with its own income. The analysis shows that many regions in North Sumatra Province still have a low independence ratio, indicating high dependence on funding sources from the center. This is a concern, as it hampers the region's ability to achieve sustainable development. Furthermore, the effectiveness of the revenue generated by the region also shows unsatisfactory results, indicating that the region's income targets are not being met.

Effect of Regional Taxes and Regional Levies

Conclusion and Recommendations

From the results of this study, it can be concluded that regional taxes and regional levies play an important role in improving the financial performance of local governments in North Sumatra Province. Therefore, it is recommended that local governments increase innovation in taxation and levy policies, as well as developing strategies to reduce dependence on balance funds. This is essential to achieve better financial independence and create sustainable development in their region.
