The Musrenbang process aims to record the aspirations and needs of the community that are formulated through discussions at the village or kelurahan level. The active participation of the program receiving the program is the key so that the results of development can be in accordance with the needs and expectations of the community.

Background of the Study

The Huta Bayu Raja District, Simalungun Regency, is a rural area with a population of 4,458 people. The district has a rich cultural heritage and a strong sense of community. However, the district also faces several challenges, including limited access to education and economic opportunities. The youth in the district are particularly vulnerable to these challenges, and their participation in rural development is crucial for the district's future.

Research Methodology

This research was conducted in Huta Bayu Raja District, Simalungun Regency, with a focus on "the role of the Village Consultative Body (BPD) in increasing youth participation in rural development". The analysis method used is multiple linear regression and descriptive analysis, involving 98 respondents out of a total population of 4,458 people. Sampling is done by the probability sampling method.

Results

The results showed that there were several factors that influenced youth participation in rural development. The two main factors identified are education and understanding. Simultaneously, these two variables have a significant influence on youth participation. Individually, education and understanding show positive and significant influences. However, work and regulatory variables show positive influence, but not significant on youth participation.

In addition, the socialization program that explains regulations and opportunities in the field of development is also needed to increase understanding.
