Introduction

The Class I Correctional Institution (Lapas) Medan, located in Jalan Penitentiary No.27, Tj.GENTA, Kec. Medan Helvetia, Medan City, has a significant role in providing a supportive environment for fostered citizens. One of the essential components of this institution is the library, which serves as a source of information and knowledge for the target residents. This study aims to explore the function of the library in providing access to information and knowledge to prisoners, and to analyze the perceptions of fostered citizens of the library in prisons.

The Importance of the Library in Prisons

The library in prisons plays a crucial role in providing access to information and knowledge to fostered citizens. By using descriptive methods and quantitative approaches, this research analyzes the perceptions of fostered citizens of the library in prisons. The population involved in this study was all fostered citizens in Medan Class I prison totaling 3,305 people, with a sampling of 97 people using the Slovin formula. The sampling technique applied is accidental sampling.

The results of this study showed that most respondents (61%) recognized that the library had carried out its role well as a center for reading material. This shows that the library in prison not only serves as a place to store books, but also as a source of knowledge that can be utilized by prisoners. Various other library roles were also declared to have functioned well. As an independent learning center, the library provides an opportunity for the target residents to develop themselves through informal education. In addition, the function of the library as support in formal education shows that many fostered residents use this facility to meet their academic needs.

Not only that, the library also acts as a place to take advantage of free time and recreational activity centers. In this context, the family of prisoners can feel more connected to the outside world through various readings and available information. The library provides a peaceful and quiet environment for prisoners to relax and engage in recreational activities, which is essential for their mental and emotional well-being.

The Need for Improvement

However, there are several roles that are considered less functioning properly. For example, as a center of information about the outside community and the center of information support, the number of involvement is still relatively low. This may be caused by the limited resources and accessibility that exists within the Correctional Institution. Further analysis shows that although there are many benefits obtained from the library in prisons, there is a need to strengthen the role of external information and rehabilitation support.

Improving the Library's Role in Prisons

Improvement in the provision of relevant material about communities outside of correctional institutions will help the target residents in preparing themselves to face life after serving their sentences. In addition, it is necessary to expand library-based rehabilitation programs to further support the reintegration process to the community. This can be achieved through collaborative efforts between prison managers, librarians, and various related institutions.

Overall, the library in Medan Class I Lapas has a significant role as a source of information for the target residents. Although there are still some aspects that need to be improved, the existence of the library provides hope for prisoners to access knowledge, improve skills, and prepare for a better future. Secondly, the study only analyzed the perceptions of fostered citizens of the library in prisons, and did not explore the perspectives of other stakeholders, such as prison managers and librarians.
