The implementation of Regional Management Information Systems (SIMDA) in the Regional Government, especially in Labuhan Batu Utara Regency, is a crucial step towards increasing transparency and accountability of financial statements. The main focus of this study is to analyze the factors that influence the implementation of SIMDA and the quality of financial statements from the Regional Work Unit (SKPD) in Labuhan Batu Utara Regency. This study used a survey research design to collect data from 64 respondents working in the SKPD of Labuhan Batu Utara Regency. The survey instrument consisted of a questionnaire that measured the variables of human resources, data quality, management commitment, and perception of the success of the information system. The questionnaire was designed to assess the level of agreement or disagreement with a series of statements related to the variables of interest. The data was analyzed using the Structural Equation Model (SEM) method with the help of Smart PLS 2.0 M3 software.

The results of the analysis showed a significant relationship between human resources and the perception of SIMDA's success. This suggests that human resources play a crucial role in the implementation of SIMDA, and that their perception of the system's success is influenced by their level of knowledge and skills. However, the relationship between management commitment and data quality with the success of SIMDA does not show a significant relationship. This suggests that management commitment and data quality are not as critical as human resources in determining the success of SIMDA implementation.

The results of this study indicate that the implementation of SIMDA has a significant effect on the quality of local government financial statements (LKPD). This suggests that SIMDA is an effective tool for improving the quality of financial statements, and that its implementation is critical for ensuring transparency and accountability in government financial governance. The study also highlights the importance of human resources in the implementation of SIMDA, and recommends that local governments conduct comprehensive training programs to ensure that every employee in the SKPD has sufficient knowledge in implementing SIMDA effectively.

In conclusion, this study provides evidence that the implementation of SIMDA in Labuhan Batu Utara SKPD has a significant impact on the quality of regional financial statements. The study highlights the importance of human resources, data quality, management commitment, and perception of the success of the information system in determining the success of SIMDA implementation. The study recommends that local governments conduct sustainable training programs and increase awareness and commitment of management to the success of SIMDA implementation. This is expected to improve the quality of regional financial statements and strengthen government financial governance in Labuhan Batu Utara Regency.

Based on the findings of this study, the following recommendations are made:

Conduct comprehensive training programs: Local governments should conduct comprehensive training programs to ensure that every employee in the SKPD has sufficient knowledge in implementing SIMDA effectively.
